SENATE CONCURRENT RESOLUTION NO. 13

Requesting the governor to appoint a task force to conduct a study and evaluation of the department of health and human resources to determine if reorganization is feasible and may be beneficial for more efficient and cost effective state government.

Whereas, The department of health and human resources was created by chapter three of the acts of the Legislature, one thousand nine hundred eighty-nine, first extraordinary session, informally known as the "Government Reorganization Act of 1989"; and
Whereas, The department of health and human resources is responsible for the following boards, commissions, divisions and authorities: (1) Human rights commission provided for in article eleven, chapter five of the code; (2) division of human services provided for in article two, chapter nine of the code; (3) division of health provided for in article one, chapter sixteen of the code; (4) office of emergency medical services and advisory council thereto provided for in article four-c, chapter sixteen of the code; (5) hospital finance authority provided for in article twenty-nine-a, chapter sixteen of the code; (6) health care cost review authority provided for in article twenty-nine-b,chapter sixteen of the code; (7) structural barriers compliance board provided for in article ten-f, chapter eighteen of the code; (8) commission on aging provided for in article fourteen, chapter twenty-nine of the code; (9) commission on mental retardation provided for in article fifteen, chapter twenty-nine of the code; and (10) women's commission provided for in article twenty, chapter twenty-nine of the code; and
Whereas, The Legislature finds that this department is so far reaching that further reorganization may be in order; and
Whereas, The Legislature finds that further legislative action providing for further government reorganization in the department of health and human resources may be beneficial for more efficient and cost effective state government; therefore, be it
Resolved by the Legislature of West Virginia:
That the governor is hereby requested to appoint a task force to conduct a study of the effectiveness and cost savings effectuated by the creation of the department of health and human resources under implementation of chapter three, acts of the Legislature, one thousand nine hundred eighty-nine, first extraordinary session; to determine whether further cost savings and state government efficiency could be realized by further government reorganization of this department and whether the same is feasible; and to draft recommended legislation necessary to implement any such recommendations; and, be it
Further Resolved, That the task force report to the governorby the first day of November, one thousand nine hundred ninety- three, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the governor.
